why in insurances commercials and other offers such as car sales do they exclude new jersey in fine print?

I believe it's because of all the wonderful laws NJ has. I see that a lot for NY also. "Offer not valid in NJ or NY." Apparently NJ doesn't want you to save money on what the ads are offering the discount on.

Because, New York and New Jersey force drivers to have no fault insurance that makes the insurance company responsible for paying out claims they would not otherwise in other states. The other person may be responsible for the accident but your policy will initially pay all your bills so rates will be higher in those states. the idea is to make sure no one has to wait for medical attention after an accident.
